I don’t think a complete it immediate ban is necessary. Many landlords (and housing insurance) are allowed to refuse breeds like pit bulls and German Shepherds, but I agree that any breed’s temperament can vary based on its upbringing and training. I don’t think it’s fair to generalize negatively that all dogs of a certain breed are dangerous or aggressive.
